TANGKAHAN

The Tangkahan are therefore "classic" middlemen and many fishermen are financially tied to them trough the provision of credit and production inputs (boat, geras, fuel, ice, etc.), particulary during the off- peak fishh season.
Tangkahan is generic term that refers to "lokal privat vidheries enterpraises" wich own their-landing siites / quays,handlling and processing units, its unique.
They own and operats many vessels themselves.
In Belawan 90% of the larger fishing vessels (above 10 GT) ARE AWNED BY THE 25
Tangkahan;
In Sibolga,each of the 47 Tangkahan own two vessels, equivalent to approximantely 25%
of the larger vessels above 10 GT.
In theory there appears to be a large incentive for private vessel owners to switch their operations away from (and trading their catches trough) the Tangkahan.
If the state owned port facilities provided are sufficient and the Tangkahan (in the case of Sibolga specifially) can be presuaded to move their operations.
However in it is not clear if the important role of the Tangkahan will be diminished solely through investmennt in improved infrastructure.
There many also be case to answeer that the Tangkahan curently operate as an in-fficient cartel in the trade and price-fixing of fish sales.

The e objective of Tngkahan Study:
- To analyse the role of Tangkahan in the local fisheries sector economy.
- To advice how they can integrated into the future management of resources and use of the ports facilities of Belawan dan Sibolga.
